Abstract

Actual processing of neighbourhoods’ transformation inside of the city is segregation by economic status. Since 2017, the new Baku’s districts for rich peoples are emerging, generally with the territory physically limited by high fence. Thereafter evidently, there is a growing process of dissatisfaction around middle and creative class of people. Most people can agree that cities are places where large numbers of people live and work; there are hubs of administration, commerce and residence. Livability refers to the subset of sustainability impacts that directly affect people in a community, such as economic development, affordability, public health, social equity and pollution exposure. The study of social environment (SE) and sustainability in residential neighborhoods (RN) of Baku City was undertaken as expertise for the Baku Masterplan 2020-2040 elaborated in frame of request form the Azerbaijan State Committee of Architecture and Urban planning. The aim of the study was to review the current stage of developing of master plan and its strategy to support or direct towards aspiration to be sustainable residential neighborhoods, through enhancing QoL. Another purpose was to explore the impact of social environment, culture energy conservation on QoL happiness of Baku’s residents. Despite the obvious diversity of residential areas, the presented research has tried to collect the recommendations in term of leadership to social housing and urban dissemination of new sustainable models.

The information evaluated during the work under the Baku Strategic Planning Process assists to determine existing tendencies of urban development and explore of re-generable solution.
